The project was funded by the Ethiopian government in 2015. The Rural Electrification Department of the Ministry of Water Resources and Energy was responsible for bidding and procurement. Holley International successfully won the bid. The project aims to provide power supply equipment for Jiatong and hospital schools in rural areas of four states in Ethiopia to solve the problem of power failure in remote rural areas.
